Hanabi - Her kaiten is the best out of the three Hyuuga characters undoubted. This makes it perfect for her to spam heaven’s kick of pain from above and continue spamming it (up to 3 consecutive strikes from one bar of chakra).

If you hold the charge button you’ll get a full bar in less than 2 seconds. It refills your chakra gauge passively at a dizzying rate. Tsunade shines the most though with her awakening. Her combos for the most part is pretty mediocre. Also his awakening ninjutsu is damn good. It doubles up as a defense and attack (very fitting of his name). It’s a close ranged finger swipe but damn the range is pretty frickin good. Not as broken as Itachi’s crows or Mu’s mud attack but still really good. Third Raikage - another tilt that’s pretty amazing. Unless you have a teleportation character like Ei or Minato good luck ever trying to get near him. His jinton ninjutsu misses like 40% of the time so that’s why he’s in this tier. He’s a CQC type but his ranged arsenal puts ranged characters to bloody shame. Mu - so close to putting him in broken tier. Just ask - Ridiculously fast and his ninjutsu is very strong. This is broken because she’s originally a CQC type meaning she can kick your ass up front and spam ranged attacks from the back. Part 1 Tenten - Her shuriken are one of the only characters in the entire game (besides kimimaro I think) who can launch multiple by mashing the button.
Minato - His tilt + teleportation and awakening are very fast. That shit will follow you until the ends of the His Amaterasu in edo form is even fucking worse.
You’re temporarily invulnerable and annoyingly push and hurt enemies back. Itachi - His fucking tilt crows let’s you pass through everything. Part 1 Sakura - her booby traps are fucking broken as hell if you use them right. Adult Sasuke - His katon overpowers a good handful of ninjutsu and on top of that it’s fast, big, and travels across the map
